A dedicated leader and advocate, Tishmall has devoted her career to advancing tribal sovereignty, economic development, and educational opportunities for Native communities.
Raised on the Rincon Reservation in Southern California, Tishmall holds both a Bachelor's and a Master's degree in Business Administration. She made history as the first full-time Tribal Liaison in the California State University system, serving at Cal State San Marcos to strengthen partnerships between the university and regional tribes. She is currently on the Board of Regents for the California Tribal College.
As Vice Chairwoman, Tishmall played a pivotal role in guiding the Rincon Band's initiatives, including economic diversification projects like the establishment of the first tribally-owned 7-Eleven franchise and a brewery near Harrah’s Resort Southern California. She is also a strong advocate for tribal energy sovereignty. Called a "Warrior for Clean Energy" by the State of California, she oversaw and directed the development of solar electricity micro-grids located on the Rincon Indian Reservation, a first for Indian Country at that time. She was inducted into the California Clean Energy Hall of Fame, Class of 2022, as the only Tribal Champion, by the California Energy Commission in Sacramento, CA.
Tishmall is a respected Native leader who served three terms on the Palomar Health Board, where she advocated for community-centered care, equitable health services and the development of the new hospital in Escondido, CA. She currently serves on the board of directors as Secretary-Treasurer for the MICA Group (Multicultural Indigenous Community Action) supporting Indigenous innovation and leadership nationwide.
Beyond her administrative duties, Tishmall is passionate about cultural preservation and youth empowerment. She was a representative on the American Indian Advisory Board for the San Diego International Film Festival (SDIFF). She attends her weekly tribal language class. She has co-authored children's books in the Luiseño language and actively supports programs like the Dream The Impossible Native Youth Conference, which inspires Native youth to pursue their aspirations and recognizes their accomplishments. She also serves on the Advisory Council of the Coastal Roots Farm located in Encinitas, CA.
